The Penguins have extended qualifying offers to all six of the restricted free agents in their organization.
They are forwards Brandon Sutter, Nick Spaling, Jayson Megna and Bobby Farnham and defensemen Simon Despres and Philip Samuelsson.
By giving those players qualifying offers, the Penguins reserve the right to match any offer one of them might receive from another club, or to receive compensation if they opt against matching that offer.
The NHL’s free-agent signing period begins Tuesday at noon.
General Manager Jim Rutherford has said the Penguins plan to focus primarily on upgrading their third and fourth lines.
