Artful steam vent

If we are to be stuck with a large steam vent in front of the Benedum Center, at the corner of Penn Avenue and Seventh Street, why not have one of Pittsburgh's artists design a sculpture to do the job, instead of the strictly functional metal tube currently used to channel the steam to a safe height?
