Here is a silly capitalistic thought: Instead of legislating the state stores out of business, why not allow them to remain open and issue licenses to private individuals? This would allow for fair competition, benefit the citizenry of Pennsylvania, keep revenues ongoing into the state coffers and create more jobs. Sounds more like the American way instead of the state-run business only.
