HARRISBURG -- Patrick "P.J." Lavelle's official title is research analyst, but former co-workers told a grand jury they never saw him do anything but campaign fund-raising work.

One former Veon campaign staffer said Mr. Lavelle, 30, was always very serious, spoke in a monotone voice and rarely socialized with other state workers and election volunteers, who often partied at the Alpine Inn in Beaver Falls, where Harrisburg staffers stayed when they were in town to campaign.

"The only time I ever saw him having fun was smoking a cigar at the Alpine Inn on primary night [in 2006 when Veon beat challenger Jay Paisley]. He was relaxed and happy. That was the only time I ever saw him have fun," he said.

Mr. Lavelle has been involved in politics for several years. He worked for Pittsburgh City Councilman William Peduto and managed his campaign for office in 2005. He also worked on campaigns of former council members Dan Cohen and Twanda Carlisle and Allegheny County Chief Executive Dan Onorato.
