University of Wisconsin system tonight named in-house finalist Raymond W. Cross as its next president over fellow finalist Peter Garland, a top executive with the Pennsylvania State System of Higher Education.

Mr. Cross, chancellor of University of Wisconsin Colleges and University of Wisconsin-Extension, is expected to begin his duties in mid-February, officials in that state said.

Mr. Garland, executive vice chancellor/chief operating officer of the State System, was one of three finalists announced last week, including Mr. Cross. The Milwaukee Journal-Sentinel earlier quoted the third finalist, Robert King, president of the Kentucky Council on Postsecondary Education, as saying he had been eliminated from contention by search leaders.
