A Hampton man waived his preliminary hearing on sex abuse charges Wednesday.
Justin Charles Tarr, 30, is charged in two separate cases related to incidents that allegedly occurred at Hartwood Equestrian Center on Harts Run Road in Hampton, where he worked.
Mr. Tarr was charged in September with endangering the welfare of children, corruption of minors, aggravated indecent assault, involuntary deviate sexual intercourse, indecent assault and indecent exposure. According to court papers, the alleged incident took place in September 2009.
In the second case, filed in December, Mr. Tarr is charged with endangering the welfare of children, corruption of minors, unlawful contact and indecent assault. That incident allegedly took place on April 1, 2010.
Mr. Tarr's wife owns the equestrian center, and he is no longer involved.
In the earlier case, Mr. Tarr is charged with initiating sexual activity with a 14-year-old girl, which included at least five encounters, according to an affidavit. His preliminary hearing on that case had been continued four times.
In the second case, Mr. Tarr is accused of continuously hugging a female student who was 13 years old. According to an affidavit, he then repeatedly asked her sexual questions and touched her inappropriately.neigh_north
