Man charged with indecent assault of girl at sites across Allegheny County

A 37-year-old man was arraigned this afternoon after being accused of inappropriately touching an underage girl and at times paying her to allow him to take pictures of her genitals.

Luumba Green, who has addresses in Verona and Penn Hills, is being held in the Allegheny County Jail on $100,000 bail.

Mr. Green faces charges of indecent assault, aggravated indecent assault, corruption of a minor, criminal solicitation, endangering the welfare of a child and involuntary deviate sexual intercourse.

A preliminary hearing is scheduled for Oct. 15.

Allegheny County police wrote in a criminal complaint that Mr. Green assaulted the girl numerous times while she was 12 and 13. According to the complaint, the assaults took place throughout the county -- including at a biker bar in Homewood, at his home and outside the girl's mother's home.

On several occasions, Mr. Green paid the girl $40 to take photos of various body parts using his iPhone and tablet, according to the complaint.

Police wrote that the girl's mother is friends with Mr. Green and stopped allowing her to see him when she learned of the allegations from a school counselor, who overheard the girl talking to a friend about the incidents.
