Two Mexican nationals working as roofers in Washington County have been indicted by a federal grand jury on charges of kidnapping a mentally disabled woman from Wheeling and raping her repeatedly for four days in Washington, Pa.
Jose Jesus Tapia Montes, 37, and Elmer Pina Ramirez, 44, were indicted by a grand jury in Clarksburg, W.Va., on counts of conspiracy to defraud the United States, kidnapping, coercion and related offenses.
The fraud counts pertain to the men's status as undocumented immigrants, according to federal authorities, and both face deportation when their criminal cases conclude.
The FBI said the men abducted the 19-year-old woman from outside her home in July and drove her to Mr. Tapia Montes' home in Washington. There, agents said, they held her against her will and raped her for four days before returning her to her neighborhood.
Mr. Montes was arrested early last month in Washington. Mr. Pina Ramirez was arrested two weeks later in Columbus, Ohio, when agents pulled over his vehicle as he was on his way to Mexico.breaking - neigh_south - neigh_washington
