Vice President Joe Biden will deliver a keynote speech at the annual Sept. 11 observance at the Flight 93 National Memorial in Shanksville, officials announced today.

Mr. Biden last visited the site, 6424 Lincoln Highway in Stoystown, at the memorial dedication on the 10th anniversary of the attacks.

Tuesday's observance begins at 9:30 a.m. and will also feature remarks from Secretary of the Interior Ken Salazar and Patrick White, president of the Families of Flight 93.

In honor of the moment the plane crashed the names of those killed will be read and Bells of Remembrance will sound at 10:03 a.m. A wreath laying will also take place at the Wall of Names.

The National Park Service suggests that visitors arrive at least two hours before the ceremony to park and go through security. The site opens at 7 a.m. Seating will not be provided during the half-hour ceremony, but guests are allowed to bring their own chairs.

Memorial observances begin at the site with educational events Saturday and Sunday. Defense Secretary Leon Panetta will tour the memorial Monday and later that evening 40 luminaria will be lit along the Wall of Names.
