A lawsuit filed by a Millvale man who was arrested for drunkenness and then repeatedly shocked with a Taser while handcuffed has been settled, according to U.S. District Court records.
Thomas Jason James Smith was arrested in September 2012 while resting on a walk home from a friend's house, where he had been drinking, according to the lawsuit he filed in November.
At the Millvale police station, he claimed, officers handcuffed him behind his back, and he began hitting his head off of a desk. An officer then used a Taser to shock him, according to the complaint.
Terms of the settlement were not immediately available. Mr. Smith's attorney, Gianni Floro, declined to comment. Neither Millvale's manager nor the attorney representing the borough on the case could be immediately reached.
