A man who was punched and shocked by a former Springdale Borough police officer filed a lawsuit in U.S. District Court Tuesday.
Gary Cahill, 36, of Tarentum claimed in the lawsuit that former officer Mark Thom handcuffed him and then repeatedly used a Taser during a December 2011 traffic stop. Mr. Cahill's attorney, Timothy P. O'Brien, wrote in the complaint that borough officials "were on notice of numerous previous complaints about Thom and other Springdale officers, including the improper use of force, carrying out false arrests, and filing false charges against citizens."
The lawsuit against the borough, Mr. Thom and other police officials seeks damages for Mr. Cahill's suffering, plus punitive damages.
Borough solicitor Stephen Yakopec said he had not yet seen the complaint and could not comment.
Mr. Thom in March pleaded guilty to violating Mr. Cahill's civil rights and is scheduled to be sentenced Oct. 22.
Mr. Thom also is one of the defendants in a civil lawsuit filed a year ago by Allegheny County police Officer Ray Hrabos, who said he was assaulted and falsely accused during a 2010 traffic dispute.neigh_north
