Davin Gartley, of Mt. Lebanon, has 30 days to file an appeal with the state Commonwealth Court.
Mr. Gartley and his company, R.A.E.D. Investments Inc., was accused of failing to maintain his properties, including those at 2531-2539 Brownsville Road and 2500-2526 Berg Place in Carrick. Building inspectors with the city of Pittsburgh and the Allegheny County Health Department issued multiple citations when water and sewer service to the 32 units was turned off for failure to pay. Officials found hoses rigged to other properties to have water in the buildings.
Mr. Gartley appealed the violations with Common Pleas Judge Robert C. Gallo, who upheld them last week.
