Wal-Mart gets 'to do' list in North Strabane

Retailer must fund at least $3 million in road improvements in order to build

Wal-Mart must meet a list of conditions, including $3 million to $3.5 million in road improvements, before it can begin building a Supercenter on Route 519 in North Strabane.

Supervisors granted final site plan approval Tuesday, nearly a year after granting preliminary site approval for the store, which will be near the Houston exit of Interstate 79. The stretch of Route 519 in front of the site is between Interstate 79, Route 980 and Route 19.

Wal-Mart hopes to open the store by spring 2010.

The proposed store, which has been downsized from 203,710 square feet to 184,146 square feet, will occupy almost 61 acres. Another five acres has been divided into parcels that will be sold to other commercial entities.

Most of the conditions are roadway improvements dictated by the state Department of Transportation, Manager Frank Siffrinn said. Improvements must be made to the ramp where Routes 519 and 980 converge. There will be multiple turning lanes and the addition of traffic signals throughout the area. A signalized driveway will be built opposite Chesnic Road.

Those conditions were based on improvements suggested by a traffic study, Mr. Siffrinn said.

The remaining conditions require Wal-Mart to:

• Pay the township for maintenance and improvements of the traffic signals, which it will pay to install.

• Enter into a developer's agreement with the township before beginning construction or obtaining a building permit.

• Submit a sanitary sewer planning module to the state Department of Environmental Protection.

• Upgrade the Route 519 pump station.

• Submit an erosion and sedimentation control plan to the county's Conservation District.

All conditions must be met before construction can begin, Mr. Siffrinn said.
