Excessive force suits bring offers to settle

Legislation introduced Tuesday in Pittsburgh City Council would settle two federal lawsuits alleging excessive force by city police officers.

One bill would pay $62,250 to Robert Rucker, of Penn Hills, and his attorneys.

Mr. Rucker claimed that police mishandled and used a Taser on him without reason after stopping his vehicle on a Friendship street in September 2006. The vehicle stop came after Mr. Rucker's argument with a woman.

A federal jury awarded Mr. Rucker only $269, but his attorneys sought $91,874 in fees, costs and interest.

A second bill would pay $6,000 to John J. McAleavey Jr., of Ridgemont, who robbed the National City Bank in Banksville in September 2008. He fled in a car that police stopped at the 31st Street Bridge.

Mr. McAleavey claimed that police unnecessarily injured his nose and head in arresting him.
