FCC chairman Kevin Martin has released a draft of the rules for the upcoming auction of spectrum vacated when television stations cease analog broadcasting.
According to Ars Technica the rules are good news for backers of open-access regulations, meaning that the companies winning the auction would not be able to control what kind of devices are attached to the network or how the bandwidth is used.
The spectrum being auctioned in 2008 is large and choice and how it is used will affect the future of wireless communications in this country.
