The mayor of a southwestern Pennsylvania city says he is "not a thief" though he's charged in a private complaint with theft by deception for failing to repay most of a $3,935 loan from a couple he knows.
That couple, John and Shirley Amon, filed the complaint, approved by the Washington County district attorney, against Monongahela Mayor Robert Kepics.
The 56-year-old mayor agrees with the couple that he paid $1,400 toward the loan before making two more monthly payments of $100 earlier this year.
The Amons say they filed charges because Mr. Kepics then began dodging them and failing to return their calls.
Mr. Kepics says he thought the debt was worked out and plans to repay the rest of the money as soon as possible.
He faces a Dec. 20 preliminary hearing.
