Shero's front office is still incomplete

Penguins general manager Ray Shero has been on the job for nearly 14 months, but his overhaul of the team's front office remains a work-in-progress.
He is poised to hire a director of player development and a director of hockey administration, perhaps as early as today, in an effort to modernize and upgrade how his department performs.
"I wanted to give it a year to see where I thought we might need to fill in and complete the staff," Shero said. "I talked to Chuck [Fletcher, the assistant GM] at the end of the year and we identified these two [needs]."
The director of player personnel, he said, will be charged with monitoring how players already in the organization, but not in the NHL, are progressing, while the new administrator will deal primarily with the financial details of running a franchise.
"[The director of player personnel] will be responsible for keeping in touch with and evaluating our draft picks," Shero said. "When you draft a guy and I say to [director of amateur scouting] Jay Heinbuck and his staff, 'OK, can you go watch this guy play and let us know how he's doing? We have to make a decision on [retaining] him next June,' or whatever the case is.
"They really don't have time for that. Their thing is the '08 draft."
The administrator, he said, might be called on to do a little scouting, but will mostly focus on fiscal issues ranging from staging training camp to helping Shero plan for economic-related issues that arise in the course of doing business.
"What I'm looking for there is a guy who's going to be on top of the salary cap," Shero said. "Not only for us, but around the league. Budget-wise for us, projection-wise for players' salary-arbitration preparation, contract preparation, helping out the scouting staff, administratively."Andy Starnes, Post-Gazette
