Why now?

A while back, Comcast said that by a certain date everyone would need a digital adapter to translate their new signal. They provided this adapter at no charge through Jan. 23, 2013. Then on Feb. 23, 2013, they started to charge $1.99 for "digital adapter service" each month. Why now?
