Why did they leave?

I don't get it. A woman calls 911 with a distress call. Two policemen respond and a man answers. Ten minutes later they leave without talking to the woman. Why did they not insist upon interviewing the woman? They are the police, they have that power ... what were they thinking? And now she's dead. What good is 911 if the police do not follow through?
