Voters' work ethic?

The Pennsylvania photo ID law is unfair to minorities, the elderly and the young because it creates a hardship on them to obtain acceptable photo ID. Therefore, I was ecstatic when it was suspended for the recent election. However, it is now back in effect and will remain so unless the law is overturned. I will continue to work toward that end.
In the Nov. 14 article "Pa. Voter ID Law Far From a Done Deal," state Rep. Daryl Metcalfe, in objecting to some forms of photo ID that a judge has allowed, stated that they are skewed in favor of the lazy who refuse to exercise the necessary work ethic.
Since when does one have to display a work ethic in order to qualify to vote? I thought it was "one person, one vote." Would Mr. Metcalfe also advocate a return to the poll tax as a required indication of the voter's work ethic?
