Terrible detour

Surprise! The South Highland Avenue Bridge is closed! Surprise! Shady Avenue is the detour. Surprise! Shady Avenue is worse than the Ho Chi Minh Trail.

Could anyone explain why Shady Avenue wasn't resurfaced before the closing? Where are the "Ph.Ds" who didn't realize this? Another Pittsburgh fiasco. Thanks a lot!
