RAD mission creep

The mission of the Allegheny Regional Asset District is to support and finance regional assets in the areas of libraries, parks and recreation, cultural, sports and civic facilities. According to the 1995-2012 funding history posted on the RAD website, that is exactly what it has done.

Use of the RAD funds to help the struggling Port Authority doesn't fit in. Perhaps the holiday light display at Hartwood Acres should appeal to the RAD board for funding. Doesn't fit the guidelines? No problem, we can make an exception. After all, RAD has lots of money.

Can't finish the last leg of the Mon-Fayette Expressway? No problem, get the money from RAD. Three Rivers Arts Festival and Pittsburgh Marathon? Never been funded, but we can make an exception.

Deviating from the mission will open the floodgates.
