RAD and our dollars

A lawyer recently opined that it is legal to use Regional Asset District money for the Port Authority. But how legal (or moral) is it to use tax dollars for all the other RAD organizations?

We did not create government to provide us entertainment and recreation. Instead of government taking money from all of us and having politicians decide which organizations get how much money, how about we keep our money and spend it on the organizations we like?
