No jobs guarantee

Mitt Romney proposes to retain, or even increase, the tax breaks to the very rich, the theory being that providing additional money to the wealthy will create jobs and generate wealth for the rest of the economy.

So I have a simple question for Mr. Romney: Where is it documented how he plans to guarantee that this additional money remains in the United States, benefiting the American economy, as opposed to investing overseas to maximize individual return on investment?

Considering his history of foreign investment and "offshoring" of jobs, I think this is a fair question.
