Muddy water

Imagine that a company has a monopoly on selling you a product. Now imagine that the company sometimes, without warning, sent you contaminated product that damaged things in your home and put your family's health at risk -- and then charged you full price for that bad product. You'd be outraged, right?

That's exactly what happens when the Pittsburgh Water and Sewer Authority periodically sends a slug of brown, muddy water through your water pipes. And yet, PWSA has no liability and no accountability and you pay full price. Can you tell me why not?
