City walk clearing

Recently, as I sat here and watched the news of another snow event about to over take the Pittsburgh area, I was reminded that the city requests that all sidewalks be cleaned within 24 hours. I am also reminded that a fine will be imposed to all who don't comply.

What I want to know is, who is supposed to clean the city steps and who gets fined if they're not cleaned? How about all the vacant houses that the city owns and the walkways outside of them? Just wondering.
