A wild chase

First of all let me state I am not a police hater. Unfortunately in this day and age, once officers put on the uniform they instantly become a target. But this is my city and my police department and I want them to be the best.
Having said that, it appears to me that ever since the end of the federal consent decree our Pittsburgh police department is having increasingly more difficulty controlling some of their officers' adrenaline rushes.
During the events of last weekend with the police pursuit on the South Side, not only did the pursuing officers ignore a supervisor's order to call off the chase but apparently no one considered the fact the passenger could have been a hostage. You are not normally supposed to shoot the hostage, are you?
As well, if I read the news reporting correctly, the vehicle being pursued had come to a halt. Would it be considered using sufficient force to effect an arrest in very heavy and slow traffic having a group of officers fire their weapons wildly into the car with a crowd around?
