McDonald council voted 7-0 tonight to approve a $965,206 budget for 2013 that holds the overall property tax rate at 40.75 mills for the fourth year.

The borough's annual contribution to Heritage Public Library was increased from about $5,250 to $7,000 a year.

The portion of taxes dedicated to debt payment was lowered by a half-mill, while the fire tax was increased by a half-mill, mainly to expand the sole paid job at the McDonald Volunteer Fire Department.

Council voted to promote firefighter Troy Lucas from part-time to full-time, effective Jan. 2. His pay was increased from $10.20 to $12.50 an hour.
