State System, faculty OK framework of deal

The union representing faculty members at 14-state owned colleges and the State System of Higher Education reached an agreement on a framework for a new contract over the weekend.
"We still have some language to finish, but essentially it is the first step in an agreement," said Kenn Marshall, a spokesman for the State System of Higher Education.
Mr. Marshall said negotiating teams met all day Friday and Saturday in Harrisburg to work on a contract that would address 5,500 members of the Association of Pennsylvania State College and University Faculties, which includes educators at California, Clarion, Edinboro, Indiana and Slippery Rock.
He declined to provide details on the framework because a full agreement, which would be approved by both the union and the State System of Higher Education's board of governors, has not yet been reached.
A brief notice on APSCUF's website said a framework for an agreement was reached early Sunday morning after two full days of negotiations.
The APSCUF said it will not release a public statement until it's negotiations committee votes on the proposal Monday evening. A spokeswoman for the union could not be reached.
