Sen. Pat Toomey, R-Pa., has endorsed Cathy Bissoon and Mark R. Hornak to be federal judges in the Western District of Pennsylvania, allowing the Senate Judiciary Committee to move forward with their confirmations.
Judge Bissoon and Mr. Hornak were nominated by President Barack Obama late last year upon the recommendation of Sen. Bob Casey, D-Pa., and Mr. Toomey's predecessor, Arlen Specter, but were not confirmed before the new Congress convened. Mr. Obama renominated them in January and Mr. Toomey announced Tuesday that he would submit "blue slips" to the Judiciary Committee indicating his approval of the pair, along with another judge candidate in the Middle District of Pennsylvania.
It puts the duo one step closer to confirmation, though now the committee must vet them in an often lengthy process. Obama administration nominations of any kind frequently have been held up by Senate Republicans.
Mr. Hornak is a partner at Buchanan Ingersoll & Rooney specializing in labor and employment law, media defense and governmental representation. Judge Bissoon serves as a magistrate judge in the Pittsburgh division of the court.
