Service was restored to the Port Authority's Light Rail Transit system at 11:45 a.m., ending a shutdown that began because of a tunnel ventilation problem more than two hours earlier.

Port Authority spokesman Jim Ritchie said workers traveled to different tunnel locations to restart the system manually while buses operated between First Avenue and Allegheny stations.

"It's a safety issue," Mr. Ritchie said. "It essentially brings the heart of the system to a stop."

The cause of the ventilation problem has not yet been determined.
