Armstrong County man arrested for keeping explosive device

An Armstrong County man was arrested today after his girlfriend told police he was keeping an improvised explosive device in the Kittanning motel in which he was living.
When the woman arrived at the state police barracks in Kittanning about 5 p.m. to report that William Stover, 37, had assaulted her, she also mentioned that he was keeping a homemade improvised explosive device in Staley's Motel off of Route 66/28, said Cpl. Christopher Robbins.
The woman told police the device could not be remote detonated, so troopers staked out the motel and, when they saw Mr. Stover walking outside, arrested him without any problems, the corporal said.
He said the explosive device consisted of two commercial grade fireworks that had been placed inside a coffee can filled with nuts and bolts to create shrapnel and covered in wires.
Cpl. Robbins said Mr. Stover has "some mental health issues" and that his girlfriend was not seriously injured in the assault.
Mr. Stover was scheduled to be arraigned tonight on charges of possessing a weapon of mass destruction, recklessly endangering another person, harassment and other charges.
