Allegheny County Jail gets new acting warden

The Allegheny County Jail has a new acting warden starting today, and officials hope this will be the last caretaker before a permanent warden is named.

William S. Stickman III started his career as a corrections officer at the State Correctional Institution Pittsburgh, and retired in 2007 as deputy secretary of corrections for the western region, said Amie Downs, spokeswoman for county Executive Rich Fitzgerald. Mr. Stickman will become the third acting warden to run the lockup since the January 2011 departure of Ramon Rustin from that post.

The two prior acting wardens were on loan from the state Department of Corrections, and were pulled out of their temporary assignments at the jail to become superintendents of prisons. Ms. Downs said that because Mr. Stickman is retired, the administration hopes he will be able to stay with the jail until a permanent warden is found.

The county will pay him at a rate of $98,345 per year. The Allegheny County Warden Search Committee is conducting the search for a permanent warden, with foundation funding.
