$3 million Port Authority transit grant included in RAD board's proposed budget

Allegheny Regional Asset District board members have included a $3 million provisional grant for Allegheny County's Port Authority in the proposed RAD budget for 2013.
The decision on the authority's request will be made by the full board after it reviews information from the authority and receives public comment.
"While the committee is not making a recommendation on this request, we are including it in the budget total so that the public can see how it could fit into the scope of the RAD program," said allocations committee member Stanley Parker.
The Port Authority is asking the board for $3 million, asserting that transit is an asset -- not only a service -- that residents use to enjoy the many cultural attractions RAD supports.
If adopted, RAD's $88.5 million proposed 2013 budget will be the largest allocation in its history and a 5.2 percent increase from the 2012 budget.
The $3 million was a small part of a funding announcement by Allegheny County Executive Rich Fitzgerald and state Transportation Secretary Barry Schoch last month.
The state committed $35 million in additional funding and the county $4.5 million as part of a plan that headed off a scheduled 35 percent transit service cut that was scheduled for Sept. 2.
