Carnegie budget delayed until January

Carnegie property owners will have to wait until January to learn what the borough's 2013 budget will be, and it may be summer before they learn the millage rate for the new year.
That's because Common Pleas Senior Judge R. Stanton Wettick Jr. on Dec. 10 gave taxing bodies that have a Dec. 31 deadline for adopting budgets or setting millage a one-month extension.
He also ruled that final millage rates don't have to be set until June 15, or 10 days before the tax bills go out, whichever is earlier. In Carnegie, tax bills don't go out until July, council President Rick D'Loss said.
However, council expects to set its general fund budget on Jan. 14. The property tax rate is 7.2 mills.
Mr. D'Loss said setting millage is difficult for most municipalities now because of pending tax assessment appeals.
Judge Wettick also ruled that the county's Office of Property Assessment must provide a final and revised assessment roll for 2013 to all taxing bodies by Friday.
Though it chose to delay action on the general fund budget, council voted unanimously to adopt the borough's 2013 sewer fund and liquid fuels budgets.
In other business, council approved an ordinance that will codify all borough ordinances. The ordinances will be placed online for resident and business use and will be updated as needed.
• Amick and Associates was given council's OK to construct a warehouse at 14 Sycamore St., contingent on the company receiving necessary variances.
• The Pitcher Park Foundation, which plans to build a skate park at Carnegie Park, was given nonprofit status.
The group is raising money for the skate park. One proposed fundraiser will be a lottery, which requires officials' recognition of the group as nonprofit, Mr. Lucas said.
• Mayor Jack Kobistek read a proclamation commending Second Baptist Church for 125 years as a borough church.
