Duquesne requests extension on recovery plan deadline

The chief recovery officer assigned to the Duquesne City School District under new state legislation for distressed districts has filed a request with state Education Secretary Ron Tomalis for an extension to his Dec. 16 deadline for composing a financial recovery plan for the district.
At the Dec. 4 meeting of the Duquesne school board, CRO Paul Long said he was considering requesting an extension to the 30-day time frame for composing a plan. As part of the process outlined in the legislation, Mr. Long must hold four public meetings to take input on the plan and can create an advisory committee. Mr. Long was appointed Nov. 16, but the Thanksgiving holiday made it difficult to create an advisory committee or hold public meetings right away.
In an email today, Mr. Long announced that on Dec. 7, he made a request for an extension but could not say if it would be granted on what the new deadline date would be for the plan.
The recovery plan can include such drastic measures as reorganizing a school or district, converting to charter schools, bringing in charter or private management or sending students to neighboring districts on a tuition basis. Duquesne already sends students in grades 7-12 to either East Allegheny or West Mifflin Area school districts.
Duquesne is one of four districts in the state currently targeted by the financial recovery legislation. The others are Chester Upland, Harrisburg and York.
