Preliminary hearing set for man charged with supervising Lawrence County meth ring

A man accused of leading a methamphetamine ring in Lawrence County faces a preliminary hearing Wednesday on drug distribution charges following an investigation by local police and federal agents.

Richard Carey, 33, a California native living on Balph Avenue in New Castle, is jailed on charges that he initiated and oversaw meth manufacturing at several locations, including his address.

Police raided that location and another on May 29 and arrested three people.

An informant has since told police and agents from the IRS and the U.S. Drug Enforcement Administration that Mr. Carey was the ringleader, according to an affidavit.

The informant said Mr. Carey learned to make meth in Panama City, Calif., according to the affidavit. After moving to New Castle last year, he offered to teach others how to make it, according to the affidavit.
