Police sergeant accused of hitting man in cuffs

A Springdale Borough police sergeant was charged Friday with deprivation of civil rights, accused of punching a handcuffed man and shocking him with a Taser.

The charge against Mark E. Thom Jr. was filed as a criminal information in U.S. District Court and does not provide his age or place of residence. It identified the handcuffed man only by the initials "GC."

The Springdale Borough website indicates that Sgt. Thom is on the force. Neither he nor Chief Joe Naviglia could be reached for comment.

Mr. Thom is also one of the defendants in a civil lawsuit filed a year ago by Allegheny County police Officer Ray Hrabos, who said he was assaulted and falsely accused by Springdale Borough officers in 2010 during a traffic dispute.
