Man accused of beating a child arrested in Shaler

A man wanted since November for endangering the welfare of a child was located today in Shaler, the county sheriff's office said.

During the summer of 2012, Thomas Joseph Tallon III, now 34, slapped, kicked and punched his ex-girlfriend's daughter, police said.

The child said Mr. Tallon would videotape her and inflict pain with weapons such as a belt or spatula, police said. The victim told police she still has pain issues in areas of her body abused by Mr. Tallon.

West View Borough police obtained a warrant for Mr. Tallon's arrest Nov. 19.

Police discovered Thursday that Mr. Tallon was homeless and staying in an abandoned building located next to railroad tracks near Kenneth Drive in Shaler. An off-duty sheriff's deputy and Shaler police stopped by the building this morning and found Mr. Tallon asleep, police said.

Mr. Tallon was arrested on a felony count of endangering the welfare of children, as well as a charge each of simple assault, terroristic threats and harassment. He is being held at the Allegheny County Jail.
