One man was killed and another man was injured when a car struck them as they changed a flat tire on the side of Route 28 in Tarentum this morning.

Kevin Eshelman, 24, of Gilpin, was pronounced dead at the scene, according to the Allegheny County medical examiner's office.

Pennsylvania State Police said Mr. Eshelman pulled over on Route 28 northbound just south of Exit 14 after getting a flat tire. He and his passenger, 26-year-old Chad Akins, of Apollo, both got out to work on the car, which state police said was legally parked.

A car headed for the exit, driven by a 25-year-old Brackenridge man, struck both Mr. Eshelman and Mr. Akins and their car.

Mr. Akins was taken to Allegheny General Hospital with non-life-threatening injuries.

State police said charges against the driver, who they did not identify, are pending further investigation.
