Boy charged in slayings wants case moved to juvenile court

A 13-year-old Venango County boy charged as an adult in connection with the shooting deaths of his grandparents has asked the court to transfer his case to juvenile court.
Zachary Proper, of Oil City, was arrested in early October and charged with two counts of homicide in the deaths of Dorothy Fross, 67, and George Fross, 69. According to a criminal complaint, he told police he shot the pair because he was upset they insulted his mother.
On Tuesday, the eve of his preliminary hearing, attorney Virginia Garris Sharp filed the motion requesting the transfer, citing Zachary's age, among other things.
If Zachary is tried as a juvenile, he cannot be held beyond his 21st birthday.
