The Pennsylvania Association of School Administrators named Kathleen R. Kelley, superintendent of the Williamsport Area School District, the 2011 Pennsylvania Superintendent of the Year.
Formerly of Latrobe, Dr. Kelley has served as an administrator since 1978, and as superintendent at Williamsport since 2006.
Under her leadership, the district has developed strategies to raise student achievement and appropriately include students with special needs into regular classrooms.
In 2009, the district was named one of the top 50 districts in the state to make the most improvement over a six-year period by Gov. Ed Rendell. She authorized the district to develop a differentiated supervision model, which received a Blue Ribbon Award from the Pennsylvania Association for Supervision and Curriculum Development.
She has more than 40 years in public education.
Dr. Kelley holds a bachelor's degree from Indiana University of Pennsylvania, a master's in education from California University of Pennsylvania and a doctorate from the University of Pittsburgh.
