State AG to review allegations of city police misconduct in '95 shooting death

Allegheny County District Attorney Stephen A. Zappala Jr. has referred for review to state Attorney General Tom Corbett allegations that top Pittsburgh police personnel might have acted illegally in connection with a 1995 shooting.

The case in question is the April 6, 1995, shooting death of Jerry Jackson, 44, of Hazelwood in the Armstrong Tunnels by former Pittsburgh Housing Authority police Officer John Paul Charmo.

Mr. Charmo pleaded guilty in 2001 to involuntary manslaughter for shooting Mr. Jackson, who was unarmed and driving a stolen car.

Mr. Charmo claimed Mr. Jackson spun his car 180 degrees in the tunnel, a statement that was discounted years later after evidence that was available but not presented during a 1995 coroner's inquest came to light.

On June 7, Mr. Zappala sent Mr. Corbett a two-page letter explaining that he was approached by Pittsburgh police Officer Charles Bosetti who, acting in a private capacity, pressed for a review.
