Second lawsuit filed over 2010 drug bust

The city of Pittsburgh now faces two lawsuits stemming from a 2010 drug bust that was discredited by video tape showing that no transaction occurred.
Plaintiff David Carpenter, 40, of Perry South, and Timothy M. Joyce were arrested at a car wash on July 7, 2010, but surveillance camera footage showed they didn't interact. Charges were dropped against them.
City officers Kenneth Simon and Anthony Scarpine were charged with several crimes of falsehood in relation to the arrests. Neither officer was convicted. Mr. Simon retired, and Mr. Scarpine was assigned to the bureau's warrant office.
Mr. Carpenter's lawsuit in U.S. District Court accuses the city, Mr. Simon and Mr. Scarpine of falsely arresting and maliciously prosecuting him. It demands money for anguish and humiliation. Mr. Joyce filed a similar lawsuit in March.
"We're reviewing the allegations that were made in the complaint, conducting an investigation into the allegations and in the near future we will respond in our pleadings," said city Solicitor Dan Regan.
