Trooper Robin Mungo said the accident was reported about 5:20 a.m. at the North Side prison. The driver was able to get out of the submerged vehicle by breaking the windshield and was taken to Allegheny General Hospital with minor injuries.

The trooper said investigators still do not know why the man drove into the river, but alcohol and drugs are not suspected to be involved and police will not conduct toxicology tests.

The investigation remains open, Trooper Mungo said.
