Police say man who hit bicycle cab was intoxicated

Police said an East Liberty man was intoxicated when he struck a pedicab with his car late Tuesday, injuring three people who were onboard.
Matthew Powdrill, 18, struck the bicycle cab, which was carrying two passengers, in the 900 block of Penn Avenue Downtown and drove off, police said. The passengers were thrown from the bike and landed on the sidewalk. All three victims, who complained of severe pain, were in stable condition at UPMC Mercy after the crash.
A cab driver, Donald Berg, followed Mr. Powdrill's vehicle to a Wendy's in Bloomfield. Police who apprehended him said he appeared intoxicated and smelled of alcohol, according to a criminal complaint.
"Powdrill was very insulting and cocky and his speech was slurred," an officer wrote in the complaint.
Police said Mr. Powdrill refused to take a breath test and was held in the Allegheny County Jail on charges including drunken driving, underage drinking and an accident involving death or personal injury.
