The Pittsburgh Water and Sewer Authority held the line on rates in a 2013 operating budget approved this morning.

The average residential customer will continue to pay about $54.05 a month -- $36.70 for water consumption, $13.80 for wastewater handling and $3.54 for infrastructure development. The average customer uses 5,000 gallons of water per month.

The budget includes revenues of about $151 million and expenditures of about $147 million. For the first time, revenue includes an estimated $300,000 from a fee on special lines that serve large customers??? fire-suppression systems. The fee was approved in 2006 but never collected, resulting in a loss of revenue of about $1.8 million.
