With little discussion, Pittsburgh City Council today gave preliminary approval to the city's 2013 operating and capital budgets.

The operating budget of $470 million, unveiled in September, does not include a tax increase. The capital budget, introduced in October, totals $65 million.

Council made a handful of modifications before today's vote, including the inclusion of the recently approved 10 percent tax on billboard proceeds. While the tax will be listed in the budget, no revenue is anticipated for 2013, Bill Urbanic, council budget director, said.

Additional modifications are possible before a final vote on the budgets next week.
