Legislation would let city, county share financial services

Pittsburgh City Councilman Bill Peduto on Wednesday introduced legislation paving the way for the city and Allegheny County to share a comprehensive financial management system.
State overseers last week demanded that Mayor Luke Ravenstahl introduce the legislation within 10 days.
Mr. Ravenstahl doesn't support the city-county project, however, so Mr. Peduto introduced the legislation instead. Council President Darlene Harris and Councilwoman Natalia Rudiak also sponsored the legislation.
Overseers said the city's aging financial services infrastructure needs to be replaced.
Mr. Ravenstahl has said he doesn't want to spend about $9 million to join the county system when the city could spend about $3.3 million to join instead a Pittsburgh Water and Sewer Authority system that's under development.
The mayor also said that the new system is supposed to be funded with proceeds from the $9 million sale of the Municipal Courts Building to the state -- a deal held up on the state's end.
Council will hold a post-agenda meeting on the issue at 1:30 p.m. today. It has asked Mr. Ravenstahl to attend.
