Full ranks at Water and Sewer for first time in years

Pittsburgh City Council this morning confirmed the nomination of Patrick J. Bigley to the Pittsburgh Water and Sewer Authority, giving the board a full complement -- seven members -- for the first time in at least two years.

Mr. Bigley, of Carrick, is president of Plumbers Local 27.

Mayor Luke Ravenstahl nominated Mr. Bigley after his previous nominee, Darlene Williams Yanakos, encountered criticism from council President Darlene Harris and Councilman Patrick Dowd.

Among other complaints, the pair did not like Ms. Yanakos' statement that she would consider privatization among other options for improving authority operations and customer service.

Ms. Yanakos later changed her mind about serving and Mr. Ravenstahl withdrew her nomination.

Mr. Bigley's nomination encountered no resistance from council members. His term on the authority expires Dec. 31, 2016.

At a meeting today, council also confirmed the mayor's nomination of Ann Miller Smith, of Troy Hill, to the Ethics Hearing Board. Her term expires Aug. 1, 2013.
